Upstream ships a Makefile based build system

Since upstream agree on having an ABI maintained:

I switched to a CMake based build system since it is much easier to handle
VERSION/SOVERSION. The build system has been proposed upstream for ease of
maintenance.

The conformance suite contains a bunch of .jxr files that you can decode with
the DPK’s JXRDecApp, WIC on Windows 7 or 8, and the JPEG XR reference software
itself.  The resulting images should be identical for all three, with a couple
of caveats:  the DPK doesn’t support the “advanced pixel formats” (YCC or
CMYKDIRECT), nor does it support chroma centering (for YUV 420 and 422).
